since the wind of the Cold War there’s been a shift with regard to nuclear weapon use, the idea of a limited nuclear war is winnable. see the response of the current administration of a limited 80 nuke retaliation to NK. how can we push forward the idea that there is no small nuclear war?

How do you know US and RUssia haven't tested any nukes since the 90s? How would one detect such a test (especially if underground? ) How would you distinguish an underground test from an earthquake?
